It's a landmark on New York Harbor, a relic from the days when Colgate Palmolive was headquartered in Jersey City.
There's a walkway along the riverfront, it ends in front of the Goldman Sachs building, just north of the clock.
And if you look south, past the clock, you see this:
No wonder New Jerseyans think the Statue of Liberty should belong to them, not to New York!!!
