I can't tell for sure, but it looks like someone might have been trying to force a shrub into a tree shape. Maybe the wrapping to discourage new growth on the "trunk"? I know they wrap new trees to avoid sun scald, that that isn't a new tree. If I moved into a house and saw that, I would cut it off. Not good for it long term, it gets damp underneath that plastic. Maybe as your landlord, although it doesn't sound from past posts he (or she) is very responsive to your requests. Maybe he (or she, I forget) did it for some reason.
